Description (partial)

Symptom:
Federated contacts do not appear in roster until jabber is re-started

Conditions:
Two Federated users:
cuser001@c-fed-int.com
duser001@d-fed-int.com

1. duser001 adds cuser001:
   From jabber 9.7: File > New > Custom Contact
   Enter IM address and group
   Click create
2. cuser001 gets pop up and accepts but does not add duser001 to his roster
3. Later cuser001 decides to add duser001
   From jabber 9.7: File > New > Custom Contact
   Enter IM address and group
   Click create
4. duser001 does not appear on cuser001's roster
5. cuser001 re-starts jabber and the federated contact appears
