Symptom:
Sometimes press speaker not get max call reached toast.

Conditions:
Steps:
1.set Maximum Number of Calls/Busy trigger both to 2.
2. make two call sessions on phone.
3. hold two call sessions.
4. press speaker to trigger new call.
---Error: the first time get toast, the second time no toast, the third time get toast.
same behavior of press headset hard key.
