Description (partial)

Symptom:
Due to ongoing issues with meetings downgraded to Reservation Only due to conflicts (some caused by CSCuo08303, specifically Alliant Energy), the customer has requested that TMS set the conference type back to OBTP once meetings are "fixed" from Outlook.  For example (default conference type is OBTP):

1.  User books recurring meeting from Outlook.
2.  Meeting processed by TMS; one or more instances has a conflict.
3.  Entire series downgraded to Reservation Only by TMS.
4.  End user fixes the meeting in Outlook by adding available rooms or updating the series with available rooms for all instances.
5.  Meeting updates received by TMS and all instances book correctly. 
6.  Meeting stays Reservation Only in TMS and the meeting is not pushed to the endpoints as a result.
