Description (partial)

Symptom:
URI call can not be dial out when user part contain digits+*

Conditions:
Steps:
1. configure 'ab2.com' for Organization Top Level Domain in enterprise parameter
2. from sip profile, select Always treat all dial strings as URI address for  'Dial String Interpretation' 
3. configure B's URI is 1071*+@ab2.com
4. from phone A, input 1071*+, then press dial, ----call can not dial out ,this is wrong, 9971 phone also have this problem
5. from phone A, input 1071*+@ab2.com, call will be dial out, this is right
