Description (partial)

Symptom:
The user is given the selection option for ISSIG P25 channels, either EndToEnd P25 or Gateway P25 mode when the user power on ISSIG P25 channels from IDC. Once the user selects EndToEnd P25 mode, the P25 channel cannot be powered up and stays in yellow ring state.

Conditions:
IPICS Dispatch Console 4.8(1)

1. The user has P25 Unit ID configured in Radio Preferences field of Users page.
2. The user does not have P25 supplementary service CALL associated.
3. The user does local or remote IDC login after step1 & step 2 and trying to power on ISSIG P25 channels in EndToEnd P25 mode.

OR

1. R-IDC or mcast IDC login to the server without P25 Unit ID.
2. Power on P25 channels and there is no selection for either EndToEnd  or Gateway P25 mode due to
no P25 Unit ID.
3. From the server, configure P25 Unit ID for this user and do not associate user with supplementary service CALL.
4. Now the user has the choice to select either P25 EndToEnd or Gateway mode. (This means IDC receives the update from the server).
5. However, P25 EndToEnd P25 mode channel cannot be powered up and stays in yellow ring.
6. Logout/login doesn't resolve the yellow ring issue.
