Description (partial)

Symptom:
In CMC wui under Administration tab select Users,Roles and AAA. Now select all the password policy items under local password policy.Add a user under users tab and give the password which do not satisfy any of the password policy items. When clicking on save it should display validation error for all the policy items which it does not satisfy. But only one validation message is displayed.

Steps to reproduce:
1. In CMC wui under Administration tab select Users,Roles and AAA .
2. Select all the password policy items under local password policy.
3. Add a user with username as "cisco" and password as "ocsic".
4. After clicking save all the vadilation error messages should be displayed which does not satisfy the password.

Expected Results: 
All the validation error messages should be displayed which does not satisfy the password.

Actual results:
Only one validation message is displayed.
