Description (partial)
Symptom: OSPFv3 neighbor flapping can be seen between ExStart and Exchange due to continuous SeqNumberMismatch. This continuous SeqNumberMismatch is caused by the mismatch between options value in Database Description packets from a remote OSPFv3 router and corresponding neighbor options value in OSPFv3 process. Conditions: When a remote OSPFv3 neighbor supports and sets specific option values in Hello or Database Description packets. This problem will be seen when interoperating with other vendors.
