Cisco Bug: CSCuo27025 - TMS Tools: "Disable Provisioning" no longer disables the TMSPE service

Symptoms: In TMS Tools, there is a "Disable Provisioning" option. According to the documentation, enabling this option "stops the TMS Provisioning Extension Service from running" (among other things). In TMS 14.2 and later, "Disable Provisioning" does not stop the service completely. Enabling the option only kills the device provision part of TMSPE. Conditions: All versions of Cisco TMS since 14.2 are affected.
