Description (partial)

Symptom:
Creating a WSON circuit through NFV between two 100G-TXP originally set to a 20% FEC.
Let's suppose we want to change the FEC settings from NVF.
Once the setting are applied only on the Source TXP the FEC is really applied . 
The TXP on the destination side remains with the original FEC settings.
Launching the circuit creation it will fail because the WSON doesn't find the proper TXP settings at the destination.

Conditions:
WSON circuit creation between two 100G-TXP with a FEC setting different to the one provisioned during the circuit creation
