Description (partial)

Symptom:
General Settings sub-page  on CUCM Self Care Portal webpage (https://cucm/ucmuser/) never loads fully.  It's stuck when loading.

Conditions:
If the following setting under System > Enterprise Parameters on Cisco Unified CM Administration

Show Phone Display Locale > True 
Default User Locale > Is set to anything else other then English United States 

Then if you go to 
Unified Communications Self Care Portal > General Settings it never fully loads
