Description (partial)

Symptom:
Customer have a four supervisors VSS, and did a force switchover operation, the CSSO status supervisor(switch 1 slot 5) supervisor with some cpu hog information and then crashed, the switchover operation and customer supervisor status as following:
Supervisor status:

switch 2 slot6------CSSO 

Customer operation as following:
Customer did a "redundancy force-switchover" operation, and the active status change as following

switch 1 slot 5-------------->switch 2 slot 5
switch 2 slot 5-------------->switch 1 slot 6 (at this time switch 1 slot5 crash)
switch 1 slot 6-------------->switch 2 slot 6
switch 2 slot 6-------------->switch 1 slot 5
