Description (partial)

Symptom:
Some traffic like CDP, LACP, UDLD, etc... won't be handled by CPU.
Only receiving traffic is affected. CPU transmits those PDU without any problem even during the issue.

Conditions:
A port previously configured as a FEX fabric port won't work properly after configured as a normal port.
No need to connect FEX to this port. Only configuring and no shut as a FEX fabric port is enough to see this issue.

This issue is line card independent.
