Description (partial)
Symptom: The customer has deployed VPLS in his network. When the customer tried to configure a new VC, the VC stays down even with all the resources available. After debugging it is found that the SSM core Process which process Segments to bring up any new VC is in a semaphore locked state. The semaphore locked is owned by l2 notification component. Due to the infinte lock the SSM process is in a stale state and hence could proceed further. Configuring a new VC will keep the VC in down state. Conditions: Possible condition: Due to high CPU usage and huge number of new mac learnt on the system could result into this state.
