Symptom:
No VM tab on home screen even VM account provisioned in settings

Conditions:
1- Install Jabber Voice 
2- Register phone service account 
3- Home screen -> Settings -> ACCOUNTS -> Voicemail -> register your VM account -> Save -> return to home view
