Description (partial)

Symptom:
BGP path takes some time to failover when it loses reachability to the nexthop.
Troubleshooting shows that BGP next-hop tracking is not triggered in a certain condition.

Conditions:
The problem is seen when following conditions are met.
-Router receives a route from multiple eBGP peer with same MED value.
-Loopback addresses are used for the eBGP peering (eBGP multihop is configured)
