Description (partial)

Symptom:
Client in probing state on 2.4 GHz on WLC as well as on MSE but on PI it shows as probing on 5 GHz radio.

Conditions:
We made the client driver work only on 2.4 Ghz to make sure that it's not probing on 5 GHz. On WLC logs we can see the client is probing on 2.4 GHz
