Description (partial)

Symptom:
If a VTG has user group and/or channel group participants, they are not shown in IDC's VTG Details page.

Steps to reproduce:
1) Login to IPICS Administration Console
2) Create a User Group called "Everybody"
3) Add all users to the new user group.
4) Using Admin Console, Create a VTG called "Test"
5) Add the "ipics" user to the VTG
6) Add the user group "Everybody" to the VTG.
7) Activate the VTG.
8) Login to IDC as "ipics" user.
9) Power-on the "Test" VTG.
10) Open the VTG details page.

Observe: Only the "ipics" user shows up as a participant.

The same problem exists for channel groups.

Conditions:
IPICS Dispatch Console 4.0(1) or higher
