Description (partial)

Intermittently IDC gives error that same user has been logged already and will not have P25 channels in native mode and dialer configuration

1.	Launch IDC with user who has P25 ID and Dialer configured
2.	After some usage, logout and exit IDC
3.	Confirm from task manager that IDC.exe has completely exited
4.	Re-launch IDC with same user after few minutes
5.	You get an  error message that same user ID has logged in and will not have P25/dialer
6.	Administration->Active users->IDC tab does not list 2 users with same names but still IDC gives this misleading message
