Description (partial)

A static route cannot be deleted when the next-hop interface is not available.  For instance, if you configure "feature tunnel" and associate static routes to a tunnel interface and perform a "no feature tunnel" command, the tunnels are automatically removed from the running configuration, but the static routes that point to the tunnel interfaces are not and cannot be removed manually using the "no ip route x.x.x.x/xx tunnel x" command.

This only occurs in situations when feature such as "feature tunnel" is enabled and a static route  references the tunnel interface as the next hop and the feature is disabled.
