Description (partial)

Symptom:
Groups that are inheriting an agent from a parent that does not have an agent assigned cannot have an agent assigned after this has been saved.

Conditions:
6.1.0.460p 448m; 452p, 448m
Recreate:

1. Create a top-level group with no agent assigned (important)
2. Create a child group with no agent assigned and the inherited checkbox checked (it will still be blank)
3. Save the group, open it again and assign it an agent, attempt to save the job (error message)

Business Impact:

Most groups are created without an agent assigned. During design of the job group, an agent may not exist or be designated for the procedure, so the job structure is built before agents are assigned. If a job group needs an agent assigned later, it is impossible. If a group inherits a blank agent, it is completely unable to assign an agent ever in the future and must be rebuilt, assuming you move the children out first. If not, you must rebuild all children as well.
