Symptom:
With ESAM configured, an HLS playlist may not contain conditioning tags which mark segments belonging to an advertisement.  Also, conditioning tags belonging to a blackout may start late (upon the receipt of the first SCTE-35 Content Identification marker, rather than on the Program Start marker.)

A message similar to the following will be observed in the encapsulator.log file:

Conditions:
This may occur if the SCTE-35 marker starting the advertisement or blackout occurs immediately after there is a PTS discontinuity (backward jump), and no IDR frame occurs prior to the SCTE-35 marker's referenced splice PTS.
