Description (partial)

Symptom:
On XR 5.1.1. After performing an upgrade from firmware  4.2 to 5.1 9000v interface is stuck in down/down state. Host is a ASR90001.

Interface LED is red. SFP type ONS-SE-ZE-EL. Connected port that is directly connected indicates Up.

State:
    Administrative state: disabled
    Operational state: Down (Reason: Link loss or low light, no loopback)
    LED state: Red On

Tried-
•	Removing the hardcoding of speed from 100 to negation auto and vice versa with shut and no shut
•	Hardcoding of speed from 100 to negation auto and vice versa with shut and no shut
•	Hardcoding of speed from 100 to 1000 and vice versa with shut and no shut
•	Hardcoding the duplex with shut and no shut

Conditions:
ASR9k/9000v/5.1.1/5.1 Firmware on SAT
