Description (partial)

Symptom:
Tail drops will be seen from crs-3 MSC to CRS-X MSC if there is any congested fabricQ in the system.

Conditions:
CRS-3 in ingress and CRS-X in egress.
3 types of traffic.
1) Congestion traffic (400G) : mix of CRS-3/CRS-X 100G ports ---> 0/1/0/0 CRS-X 100G port
2) Bi-directional priority traffic : CRS-X 10G 0/2/0~0/2/9  <---> 0/1/0/0 CRS-X 100G port
3) Bi-directional BE traffic : CRS-3 100G port 0/9/0/0  <--> 0/2/30~0/2/3910G ports on CRS-X
