Description (partial)

Symptom:
A router running IOS XR BGP may have inconsistent behavior as to which BGP nexthop is advertised in an iBGP P-CE deployment when next-hop-self is configured and unconfigured.

Conditions:
Configuring and unconfiguring next-hop-self on an over a VRF CE neighbor at the PE will result in the neighbor doing next-hop unchanged rather than next-hop-self which should be the behavior for iBGP PE-CE over a VRF deployments.
