Description (partial)

Symptom:
1- When UE performs handoff from WLAN to LTE with LVC session ongoing, the bearers are re-created on the LTE.
2- In the last step, the SGW sends the Modify Bearer Request (MBReq) to PGW.
3- The PGW processes the MBReq and in case of E// market, the PGW reports the PCC Rule inactive to PCRF.

5- In ALU market, the MBReq does not contain the Default Bearer ID, and the processing is successful.
