Cisco Bug: CSCuo17823 - PGW erroneously deactivating the PCC rules after WiFi -> LTE handover

Symptom: 1- When UE performs handoff from WLAN to LTE with LVC session ongoing, the bearers are re-created on the LTE. 2- In the last step, the SGW sends the Modify Bearer Request (MBReq) to PGW. 3- The PGW processes the MBReq and in case of E// market, the PGW reports the PCC Rule inactive to PCRF. 4- In the E// market, the MBReq is formed differently and it contains the explicit Bearer ID for the Default Bearer. 5- In ALU market, the MBReq does not contain the Default Bearer ID, and the processing is successful. Conditions: WiFi -> LTE handovers with LTE Voice Call ongoing. Piggy-backing set on S5.
