Description (partial)

Symptom:
Packets may get mapped to the "wrong" output interface queue when applying an input interface QoS policy (I.E. Marking) that overrides a configured System QoS Policy.  It should be noted that the input interface QoS policy can be applied to "any" interface, which will impact traffic on non-related interfaces.

Conditions:
This only occurs if a system QoS input policy is configured and a different interface QoS policy is applied to an interface after the system QoS policy is already applied.
