Description (partial)

Symptom: When a high bandwidth TC endpoint (>1Mbps) and another low bandwidth endpoint joins an MCU conference, if the TC endpoint starts to send content, the MCU may flow control the content channel multiple times to adjust it to the bandwidth of the low-bandwidth endpoint. However, since TC endpoint uses different codecs for different bandwidth (H.263 for >512Kbps and H.264 for <512Kbps), this can result in TC endpoint repeatedly closing and opening the content channel with different codecs. As a result, the rest of the participant receiving content can experience fluctuating content as well. 
Condition: TC endpoint is the content contributor in the MCU conference and there is a difference in bandwidth between different participants in the conference.
