Description (partial)

Symptom:
As per the current design of Provisioning manager, if a DN block is assigned to one domain - PCP does not block a user from another domain to manually assign a DN alloted in the block which is allotted to a different domain.


However, customer wants to be able to control this - so that a DN block can only be assigned by users assigned to particular domain.

Conditions:
Reproducable in all versions of Provisioning Manager
