Description (partial)

Symptom:
netio process crashes when TE UCMP is configured leading to linecard reload

Conditions:
suspecting  configuring TE UCMP could results some packet punt, which was causing NetIO crash in MPLS-NETIO dll context. post linecard reload no issue observed.
