Description (partial)

Symptom:
After a BGP process restart, VPNv4 and VPNv6 routes are not advertised to a peer.

Conditions:
This occurs after the BGP process is reset in some form.  To verify the state of the routes, the following outputs can be checked -

show bgp vpnv4 unicast
show bgp vpnv4 unicast neighbors <neighbor IP> advertised-routes
show bgp vpnv4 unicast <prefix/mask>

The prefix should show that it's not advertised to any address-family (AF).
