Cisco Bug: CSCuo14607 - lldpRemIndex is NOT unique after ISSU to 628

Description (partial)

For a FRESH 628 booted image, lldpRemIndex is an OID that has been made RFC compliant for the LLDP MIB  in which it returns index in the range Integer32 instead of 0. It returns a 0 value for pre 628 releases. 

This OID will not be populated after ISSU from pre-628 image  to 628 image

Symptom:
On ISSU lldpRemIndex will still return 0 instead of  valid index id in the range: (Integer32(1..2147483647)) as per the LLDP MIB RFC. 

Example:
[root@sse-26 ~]# snmpwalk -v 2c -c public 10.104.238.120 1.0.8802.1.1.2.1.4.1.1.8
LLDP-MIB::lldpRemPortDesc.0.440451072.0 = STRING: Ethernet7/13

This issue is not present in fresh bootup of 628, but only exists in ISSU path

Conditions:
1. LLDP is enabled on the switch in pre 628 image
2. There are 1 or more LLDP neighbors of the switch
3.  Do an ISSU from say 622 to 628

On ISSU lldpRemIndex will still return 0 instead of  valid index id in the range: (Integer32(1..2147483647)) as per the LLDP MIB RFC.
