Description (partial)

Symptom:
When using the TESM command to change the log level the Client manager cache database does not get updated.

1. Run the tesm loglevel -CL severe or any combination of type log and level.
2.  In into the client and look at the system configuration->logging and notice no change in log levels
3.  Look in admiral database and note the sysval_string for sysval_id 8 is updated.
4.  Look in the tescache database and note the STRVALUE for ID 8 is not updated
5.  Restart Client manager
6.  Log into the client and look at the system configuration->logging and notice no change in log levels
