Symptom:
ISE throws error: 

"Invalid Password on User "qwerty123". Cannot contain user name or its characters in reverse order."

when editing a created user, even though User Password Policy does not have the "Password should not contain the username or its characters in reversed order" box checked.

Conditions:
"Password should not contain the username or its characters in reversed order" unchecked in User password policy

Create a new user "qwerty123" with password "qwerty123"

Attempt to save an edit made to the account
