Description (partial)
Symptom: In CRS-1/3 MC system, the sfe_drvr process was crashed due to high CPU utilization by wdsysmon on multiple S13 fabric cards. And also sysylogs like plane config missing & couldn't enqueue into ISR atomic ring are seen. Conditions: The sfe_drvr process was seen after shutting-down a fabric plane and reloading all the S13 fabric cards of that plane one by one. The reload of fabric cards was causing interrupt storm on neighboring s1ro OOB links. So while sfe_drvr was handling the storm of interrupts, it hogged the CPU. Hence wdsysmon crashed it.
