Description (partial)

Symptom:
Windows 8.1 systems cannot obtain an IP address via DHCP from certain makes of wireless access points after installing Cisco AnyConnect Network Access Manager.

Conditions:
This is observed on Anyconnect 3.1 and prior versions running on Windows 8.1.  This has mostly been seen on the Microsoft Surface Pro 1 and 2, but has also been see on other Windows 8.1 systems.
