Transferring a call from a mobile identity to another mobile identity using EFA fails for both consultative and blind transfers.

Sample scenario:
- User A (internal phone) calls User B with RD configured
- User B answers from his RD ("alfa" PSTN call leg)
- User B dials *82 to place the call on hold
- User B places a new call from the PSTN to the EFA DID number
- User B enters <PIN_number> # *84 # <User_C_DN> #
- User C answers from RD
- User B dials *84 on beta leg to complete the transfer but the call disconnects.
