Description (partial)

Symptom:
On SMR-2, an unexpected OPWR-FAIL alarm is raised on DC-TX port. The EXP-TX port is still transmitting power, though.

Conditions:
1. A node with SMR-2
2. Alarmed SMR-2 has VID=0x1200 (as shown in card manufacturing data)
3. Payload provisioned on LINE-RX --> EXP-TX path (EXP-TX is InService state)
4. No external DCU or low loss DCU installed between DC-TX and DC-RX ports of the card.
