Description (partial)

In an LDP network whereby certain peers are from non-Cisco vendors, with a certain threshold of load when a new label is assigned to a prefix, and LDP label withdraw message can be skipped leading to incorrect label assignments on the non-Cisco peer.

Any activity that prompts a route update leading to a label change, including interface flaps.
