Description (partial)

Symptom:
customer connected N7k-2 switch to production N7k-1 switch in an attempt to form VPC domain. N7k-1 already has vpc domain and vpc port-channel configuration, however N7k-2 has only vpc domain configuration, without any vpc port-channels configured.

Once the N7k-2 switch is connected to N7k-1 switch, the latter puts all the vlans on VPC port-channels into err-disabled state, as can be seen in the output below (taken from switch in lab repro)

N7K-C7004-1-vpc# show interface status err-vlans

Conditions:
One switch with vPC configured, while the other peer without vPC config.
