Description (partial)

Symptom:
Running ESA connectivity checks from the CLI or GUI, fails the CPQ check, when your ESAs are clustered.  It will report:
Policy, Virus and Outbreak Quarantines service check: Warning: Go to Centralized Services > Policy, Virus and Outbreak Quarantine to configure migration once you submit/commit the changes.

Conditions:
Using CPQ, and having your ESA(s) in a cluster.
