Description (partial)

Symptom:
Upon a VPC+ peer reload, in a mixed chassis scenario [M*F1/M*F2] routed traffic ingressing on M card will blackhole as the DI will not drive the peer switch switchID and will drive ES switchID. This DMAC was learnt on the other peer and was not installed correctly on this peer upon reload.

Conditions:
VPC+, Reload, Mixed Chassis, Routed East-West traffic
