Description (partial)

Symptom:
In vpc+ scenario, ftag 1 is active on both switches and ftag 2 inactive on both. You can check following commands to

N5K-1# show system internal m2rib ftag

Conditions:
- Nexus 5x00/6000
- Both switches are configured for vPC+ auto-recovery

This issue gets triggered after following steps:
1) both switches are vpc primary due to vpc auto-recovery (peer-link and keepalive are down)
2)Then, if peer-link and keepalive comes up, the vpc role gets negotiated properly
