Description (partial)

Symptom:
In 5.3.1 and 6.1 you can wait X seconds for connection to recover before alerting on Lost connection

We would like the same type of functionality for queues.

Currently System queue is set to 100 and we alert when the queue gets to its maximum limit.
Jobs go into and out of the schedule regularly so the queue goes to 99 then 100 then 98 then 100.
Each time it goes to the maximum limit there is an alert. which results in hundreds of alerts per hour.

We do not want raise the queue limit
