Description (partial)

Symptom:
In Jabber for Windows,  the end users can block each other using privacy options. It is not possible to disable this feature as the end-user can create list of users to be blocked, and administrator has no option to disable that feature completely.

Conditions:
In all Jabber for Windows clients
