Description (partial)

Incident Media Viewer sometimes hangs when a Remote(Unicast) IDC attempts to play videos after IPICS server fail over.

1. Configure IPICS 4.8(1) with IPICS HA and have one R-IDC logged in.
2. Create an Incident from R-IDC, and then upload various videos.
3. Add users to that incident and open the viewer in the same R-IDC making sure playback is possible.
4. While the Incident Media Viewer window is open and playing video, start an IPICS failover
5. Wait until the failover is done and the user status indicator turn to green on IDC.  Then close the Incident Media Viewer window
6. Click on an MPEG video and immediately once you are in the Incident Media Viewer window, click on another type (e.g. MP4) of video, then close the Incident Media Viewer window by clicking the close icon on the top right corner.
7. Incident Media Viewer will freeze (if not please repeat steps 4,5 and 6 few times). After the freeze, if you click anything in the window, it will ask you to terminate the process.

Note: R-IDC means an IPICS Dispatch Console logged in via unicast from the REMOTE location.
