Description (partial)

Symptom:
One the local device the VC's status is up/up (4.3.1) but on the remote side  the status is UP/Down (5.1.1). The behavior is for all the VC's on the mpls tunnel.

The trigger appears to have been a reload of a mid-point device. The ASR9ks (9006's) are part of an MPLS TP solution.
