Description (partial)

Symptom:
When Protect Y-Cable WSON OCHCC circuit is deleted, it goes to Incomplete state.

Conditions:
1. Create a Y-Cable protected WSON circuit on a Flex DWDM system. 
2. Both Working and Protect OCHCC and OCHTrail are correctly provisioned. 
3. Select the Protect OCHCC and delete the circuit. A pop-up message confirms successful deletion of the circuit. The Protect OCHCC circuit at that point goes into incomplete state, even though the circuit is still correctly provisioned and no cross-connections is deleted. 
5. Expected behavior: a protect Y-Cable OCHCC circuit deletion should not be allowed and an accurate error message should pop-up. 
6. This is a CTC issue.
