Description (partial)

CAD will intermittently freeze for 2-3 min when presented with an Outbound call.  Agents are not able to click any buttons when CAD is stuck in this state.

The issue resolves itself after 2-3 minutes.

CAD agent receiving an Outbound call after skipping the previous call.  Record to be skipped is the last record in the dialers list.
Ex : 
Agent1 get selected (Reserved) for an OB call
Agent1 is presented with the Preview Reservation
Agent1 chooses "Skip-next"
Agent1's state changes to Unavailable and then Available
Agent1 is selected and presented with the same OB call again
