Description (partial)

Symptom:
HSRP process on the standby sup becomes unresponsive and eventually crashes with heartbeat timeout when system switchover is performed. HSRP process is then restarted by sysmgr.

Conditions:
HSRP groups are configured on interfaces with invalid VRFs (i.e. where the VRF is shutdown or not defined).  Switch is booted up with saved startup config. System switchover is performed.
