Description (partial)

Symptom:
WCCP mis-programmed on F2 or F2E line cards causing traffic to be dropped instead of being redirected

Conditions:
WCCP configured on F2 or F2E - the issue is seen after ISSU upgrade to 6.2(X)
Also seen when the box was running 6.2(x) and was reloaded.
Or when the line card reloads
